Effective measurement has been a long-standing challenge across patient safety efforts to generate data useful across environments to gain overarching understanding of problems and areas to target for improvement. This document provides detailed application information of patient safety structural measures for use in Centers for Medicare & Medicaid Services (CMS) programs to identify the robustness of organizational factors such as leadership commitment and patient engagement to support safety improvement.
